Development & Building Applications

All proposed development must have the Development Permit Application approved PRIOR to the Building Application being reviewed and issued.  Development/Construction CANNOT begin until the Building Application has been approved and a Building Permit has been issued.

The office is available to assist in interpretation and explanation of the zoning bylaw and provide information regarding the forms and processes required so that you have a good understanding of what options are available to you.  Without a permit applied for and all information provided, it can not be stated absolutely that you could do what you have in mind.  The development permit application process is in place for this purpose.

Development Permit Application

The time frame for receiving a permit decision will vary depending on the amount and complexity of technical information required to assess a development. As such, it is recommended a development permit application be submitted well in advance of the project start date. The development officer of a municipality reviews proposals in the context of the bylaw. A proposal may be classified in the local zoning bylaw as:

  1. Permitted Use Where a development proposal is identified by the municipal zoning bylaw as a permitted use, the development officer for the municipality may be able to issue the permit provided all information and relevant forms are completed and attached.
  2. Discretionary Use Where a development proposal is identified by the municipal zoning bylaw as a discretionary use, the application must be advertised pursuant to section 55 of the PDA and presented to the council by the development officer at its next council meeting for review and decision. It is important to coordinate presentations with municipal council meetings and developers should be invited to present information and answer question on their application.
  3. Prohibited (Neither Permitted nor Discretionary) Where a development proposal is not identified in the municipal zoning bylaw as a permitted or a discretionary use, the development is prohibited. In such a case, the proponent may apply to council for a zoning bylaw amendment. The proposed development is then presented to council for review and decision following an approved amendment to the zoning bylaw.

Submitting Your Development Application

Once the complete application package is received the review process begins. All development must meet the requirements of the Zoning Bylaw and Official Community Plan.

 

Building Permit Application 

Once a Development Permit is issued, applicants can prepare their building permit submission. Professional Building Inspections Inc. (PBI), have been contracted by the Town of Regina Beach to perform building inspections.

Construction CANNOT begin until the Building Application has been approved and a Building Permit has been issued.

Most new residential building projects require a building permit.  Permit approval is based upon conditions stated in a plan review completed bu a Licensed Building Official.  If approved, on-site inspections are required at various stages of construction, as listed on the plan review and subsequent inspection reports.

Once the full application package is received it is reviewed for completeness and forwarded to PBI for plan review.  After the plan review report is completed, PBI will send it to the Town Office.  The Town Office will contact you when the permit is ready to be issued.

Building Permit Extension 

A valid building permit is required until the completion of your project.  Building permits expire 12 months from the date of issue.  A building permit may be renewed for 12 months at a cost of 25% of the original permit.  After 24 months, a new building permit must be applied for.  Please contact Town Office to obtain cost of extension permit.
