WATER RATES

Current Water Rates - Effective April 1, 2021


5,000 gallons or less                                $141.40 minimum

Turn on and turn off services outside of regular working hours will be carried out in Emergency Situations only - the fee for after hour Emergency call outs will be a minimum call out rate of $100 plus Public Works & Utilities Department current labour rate of hours required (minimum 1 hour) to rectify Emergency. 

To request an Emergency shut off after hours, please call 306-729-2202 and Press 1.

 

BILLING FREQUENCY

Utility Notices are billed out Quarterly based on either a meter reading or an estimate.

1st Quarter Billing - Actual Billing
           January 1 to March 31 (interest begins June 1st)

2nd Quarter Billing - Estimate Billing
          April 1 to June 30 (interest begins September 1st)

3rd Quarter Billing - Actual Billing
          July 1 to September 30 (interest begins December 1st)

4th Quarter Billing - Estimate Billing
          October 1 to December 31 (interest begins March 1st)

HOW TO PAY YOUR UTILITIY NOTICE

All accounts are due upon receipt of your Utility Notice. If an account is unpaid by the end of the month following the month the Utility Notice is issued, a penalty of 1% compounded interest per month, will be applied. This is applied the 1st of each month. Unpaid arrears may result in discontinuation of service. Service will be restored once all arrears, and turn off and turn on fees, are paid in full.

The Town accepts the following payment methods:

1. Online Banking Payments  

Follow these steps to set up the Town through your online banking institution:

  • Add Payee or Vendor
  • Search for 'Regina Beach'
  • Select the appropriate account - 'Town of Regina Beach - Utilities' or 'Regina Beach, Town of - Utilities'
  • Enter your Account Number as it appears on your Utility Notice

* Please note that CIBC currently doe not offer Town of Regina Beach online payments for Utilities. If you would like to pay your Utilities through your CIBC account you will have to make the payment under Town of Regina Beach Taxes and ensure that you contact the Town Office via email or phone to advise that the payment is for your Utiltities. Otherwise, your payment will be applied to your Taxes and could result in interest charges on your Utilities Account. *

It is your responsibility to ensure payments are made to the correct account. Failure to do this may mean that utilities could be paid to your tax account or vice versa. Online payments can take up to 3 business days to be processed by the bank, so please ensure you allow plenty of time before the due date to avoid interest fees.

If you have more than one property, you must create a separate payee or vendor for each property with each Utility Account. This will make it clear the amount of money that is being allocated to each account/property.

2. Cash or Cheque
The Town Office is open Monday to Friday 8:30 am - 4:30 pm for cash or cheque payments. Cheques are payable to the "Town of Regina Beach." If you are unable to make it during office hours, or prefer to limit your exposure, there is a drop slot located on the south side of the front entrance door. Please ensure you place your payment in an envelope with your name, and civic address so the payment can be properly applied. Please do not put cash in the drop slot.

A cheque can also be mailed to PO Box 10, Regina Beach, SK  S0G 4C0. When mailing a cheque, allow enough time before any due date to ensure that your payment is receipted prior to any penalties being applied to your account. Please do not mail cash.

3. Debit (Interac)
The Town Office is open Monday to Friday 8:30 am - 4:30 pm for debit payments. Please watch for office closures during the holidays, as well as any Statutory Holidays if you wish to make a debit payment.

4. Credit Card
The Town accepts Credit Cards (Visa and MasterCard) using OptionPay that can be used online or through the Town Office. OptionPay uses a tiered fee shedule, check out the OptionPay page for more information. Online payments can take up to 3 business days to be processed, so please ensure you allow plenty of time before the due date to avoid interest fees.

SUBMITTING YOUR METER READ

If you read you own water meter on estimate billings, your water bill will then be based on actual consumption, otherwise your bill will be estimated.

Regular reading of your water meter allows you to keep your account current and accurate. When you do consistent, actual reads of your water meter, you can also monitor your actual water consumption which can help identify any plumbing leaks in toilets or fixtures, etc. sooner too – saving you money!

SEASONAL WATER LINES

May 1st through to September 30th is the water connection (turn on) and disconnection (turn off) period for seasonal water lines. It is the property owner's responsibility to request the turn on and turn off no later than 3:00pm two business days proceeding the requested turn on/off date. Availability of requested date is not guaranteed. 

The water meter and a shut off valve must be available to Public Works & Utilities staff at the time of turn on and turn off.

Any turn on or turn off requests will be completed by a Public Works & Utilities employee only and will be carried out only during the Public Works & Utilities hours of operation. 

Charges will apply upon turn on and turn off of water services as outlined below:

     Turn on water service fee - $30.00
     Turn off water service fee - $30.00 

SUMMER WATER LINE TURN ON

               No sooner than MAY 1st (if May 1st falls on a weekend day, the turn on date will move to the Friday prior)

SUMMER WATER LINE TURN OFF

               No later than SEPTEMBER 30th (if September 30th falls on a weekend day, the turn off date will move to the Monday following)

Residents with Seasonal Water Lines are responsible to call and schedule for their water (curb stop) to be turned off prior to September 30th of each year (2 business days notice). A meter reading is also required at that time. Should the water meter be removed prior to this, please call in or email your meter reading to the Town Office. If damages result from failure to schedule seasonal water shut off the property owner may be accountable.

WATER QUALITY & WATERWORKS FINANCIAL OVERVIEW

The Town's water is supplied by water wells south of town. Water quality is tested daily in house and once per week at the Provincial Lab. 

The Water Security Agency and Ministry of Environment requires that at least once each year waterworks owners provide notification to consumers of the quality of water produced and supplied, as well as information on the performance of the waterworks in submitting samples as required by a Minister's Order or Permit to Operate a waterworks.

WATER TREATMENT PLANT

TESTWater Supply Tap 

During water disruptions, water will be made available for affected property owners/residents ONLY for the duration of the water disruption. An external self-shutting tap has been installed at the Town of Regina Beach water treatment plant on the east wall as detailed below. To operate, one need only pull on the handle and the water will flow from the tap. Once the handle is released, the tap will automatically close.

Please contact the Town of Regina Beach office at 306-729-2202 if there are any issues/problems with operating the tap.

MOVING? PURCHASING A NEW PLACE?

Moving soon? Don't forget to transfer those utilities. While certainly not the most fun task, it's undoubtedly one of the most important.

Ensure you contact the Town Office at least 2 weeks in advance to arrange for the utility service to begin on possession day by contacting the Town office a few weeks prior to the move. Be sure to provide us with your new mailing address for your final bill. This way, you'll be sure to receive it on time without interest charges being added. The Town will conduct a final reading

WATER CONSERVATION

TESTConserving water is simple and easy. You can save water and save money by changing how you use water on a daily basis. Below are some simple tips and ideas that can help you to reduce your water consumption:

Water is precious – use it but don’t waste it!

Keep the 3Rs of wise water use in mind every time you turn on the tap.

 

TESTREDUCE – Become conscious of the amount of water you’re using and look for ways to use less.




TESTRETROFIT – Replace water guzzling toilets and appliances with more water efficient models or retrofit existing appliances with water saving devices.


 

TESTREPAIR – Stop the leaks! In one year, a leak of one drip per second wastes 10,000 litres (2,167 gallons) of water – enough water to fill more than 60 bathtubs. Most leaks are easy to fix by simply changing worn washers.


 Bathroom:

  • Toilet flushing accounts for 40% of household water use. Replace your old standard toilet with a water-efficient one.
  • Make sure toilet flappers and other parts are not leaking (toilet flappers should be replaced every 2-5 years).
  • Replace your standard showerhead with a water-saving showerhead. This can save up to 40% or more of the water used in showering.
  • Take a quick shower. Reduce showering to 5 minutes instead of 10 minutes. This will save approximately 40 litres per shower.
  • Turn the water off while shaving or brushing your teeth.
  • Reduce the time you spend in the shower, even by just a minute or two.
  • If you're having a bath, fill the tub to one-quarter full of water instead of filling the tub.
  • Reduce toilet flushing.
  • Fix leaky taps and toilets.

Kitchen:

  • Instead of rinsing fruits and vegetables under running water, wash them in a partially-filled sink.
  • Replace old dishwashers with one that conserves water, like an Energy-Star.
  • Use your dishwasher only when you have a full load.
  • Keep a jug of drinking water in your refrigerator, this eliminates running the water to get cold.
  • If you must run water from the tap, save the water for watering plants or soaking kitchen pots.
  • Fix leaky taps!

Laundry Room:

  • Wash clothes only when there is a full load.
  • Adjust water level setting to match load size.
  • Have your water softener serviced if water drains from the softener when it isn’t recycling.
  • Replace old washers with one that conserves water, like an Energy-Star

Outdoors:

  • In the summer, we use 50% more water than during the rest of the year, most of which goes to our lawns and gardens. By using water wisely in the summer, you will waste less water while still maintaining a healthy green lawn and garden.
  • Allow your grass to grow slightly taller to promote water retention in the soil and to provide shade for roots. Taller grass holds water better and actually looks richer. Don't cut your grass shorter than 6-8 cm.
  • Don't water your lawn excessively as it can promote the growth of fungus and cause your lawn to yellow. Established lawns generally require about 2.5cm (1 inch) of water per week to thrive. If this amount of rainfall is provided then your lawn will thrive without supplemental watering.
  • If your grass is green…it doesn’t need watering. Lawns only need a total of 2-3 centimetres of water a week. More is not better. Watering every 3-5 days is sufficient, less often if it rains. When you do water, give it a thorough soaking. This will produce a deep root system and stronger grass. Daily watering results in shallow roots and weaker grass.
  • Consider drip or trickle irrigation systems.
  • Water lawns in the early morning or late evening  and avoid watering during the middle of the day when temperatures are highest.
  • Install a rain barrel to use for watering plants or gardens.
  • Check your hose for leaks or blockages.
  • Choose an efficient irrigation system.
  • Install a shut-off nozzle on your water hose.
  • Use a broom instead of a hose or pressure washer to remove debris from your driveway or sidewalk.
  • Use mulch around trees and plants to reduce evaporation.
